Last Thursday, the Study Committee got together to recap for the citizens all the work that has been put in all year in order to arrive at the narrowing of one recommended form of government. There was quite a bit of discussion from the community, and a presentation was given showing the work that has been performed thus far. The result?
We recommend an Appointed Manager and a 5 member Council as the preferred form of government for Tooele County's future. We look forward to engaging the county citizens again in order to gather feedback and inform everyone of the data we have compiled thus far.
We will be hard at work determining the best courses of action for converting to this form of government, and putting together our official recommendation for the voters of this county to decide on!

I'm obviously missing something here. Sorry wasn't at the meeting so not sure what was discussed. Have tried gathering information from your Powerpoint presentation but know there is a lot of discussion that’s not on the slides.
ReplyDeleteYou are recommending an Appointed Manager? Who will appoint the manager? And from what pool of people? Current county employees or any county resident? The Powerpoint slides I looked at seem to imply the 5 member council will appoint the County Manager. I would have thought the County Manager would be the senior ranking county official, thus the Council would report to the Manager. But that obviously isn’t the case because you can’t have the employees appointing their boss so the Council must be over the Manager. Why wouldn’t the County Manager be an elected official just like a mayor of a city is elected? I didn’t find an organizational chart showing where the County Manager sits in relation to the County Commissioners.
With an Appointed Manager and a 5 member council - Are all positions proposed to be paid? How many will be full time and how many will be part time? From the Powerpoint slides on your website, it appears we have 3 commissioners (your slide says “assigned” but I thought we elected these individuals). Based on the salaries shown on the Utah's Right to Know website, it looks like they are full time. Then there are 2 other positions listed at much lower salaries also categorized as commissioner - Clegg and Hurst. Who are these 2? I didn’t see these positions on the org charts in your presentation. Are they part time commissioners or did my search for Tooele County and Commissioner retrieve erroneous data?
If we currently have the three elected commissioners, are you proposing to add 3 more positions to the payroll - Manager and 5 Districts? If the proposal is to have 5 equal population districts then I have to presume you plan on all 5 district commissioners to have the same responsibilities thus the same schedules - either full-time or part-time.
